Norman Griffiths, City Council
- New City Council. Lots of new topics.
- Drafted bill to establish project labor agreements (PLAs) for jobs in
the City (funded by 100% City money). For over $100,000, has to be a
union job. Generally attendees were against the bill.
- Ordinance drafted prohibiting murals on commercial buildings in residentially
zoned areas. Attendees all opposed to this ordinance.
- Councilman Brown introduced a resolution to prohibiting the option for
a 16 year old not to go to school. So – 16-18 yr olds have to go at least
half days.
- Grants voted on for police expt.
- 2211 Baynard Blvd: Wells Fargo has hired a contractor to renovate the
house. Going before the historic board for approvals.
- Sector specialists Heather Pearson (Brown) voted officer of year by
Kiwanis Club.
- New police class graduated (19 police officers). Still down 11 officers
– need another class.
- Having workshops on two things
- Storm Water Management Utility Bill. Parking lots with no bathrooms
pay no Water. Bill. Want to make a change in concert with what’s done
in other cities.
- Water Conservation Bill – to encourage conservation of water. If use
less than 8000 gal/quarter, your bill will probably go down. If you use
more than 15000 gal/quarter, the new ordinance will affect you.
- Warner would like to use parking on 18th St to accommodate
construction on 3rd floor. Norman will follow-up to check
on environmental hazards (asbestos or lead dust) that we might be exposed
to during the construction.
- Mayor Baker and FOP agreed on compromise – City employees must live
in city for 5 years (down from 15 years).

Loren: how do we feel about the following. How can we combat the
residency issue? How about giving incentives to employees who do live in
the City? In favor? Most, yes. How about restrictions on take home cars?
Council is going to fight issue. Do we want Norman to sponser a bill that
if don’t live in City, can’t take a car home? All in favor. Loren has drafted
letter to State Legislators. Board will review and suggest changes.

$15/person until March 31st. After March 31st, $20
per person.

Friday night dancing lessons: 1st and 3rd Friday
of Month until April 18th at Crystal Ballroom on Phila Pike.

No police report tonight.

Meg attended New Castle County Civic League meeting. Civic League
passed resolution against BP Liquified Natural Gas installation in New Jersey
across river from Claymont.
8.
